About the Housing Ombudsman Service The Housing Ombudsman is an independent, impartial, and free service for social housing residents. Our vision is to improve residents’ lives and landlords’ services through housing complaints. The Housing Ombudsman Scheme We make the final decision on disputes between residents and landlords that are registered members of our Scheme - including tenants and leaseholders of social landlords (housing associations and local authorities), as well as for our voluntary members (private landlords and letting agents). The Housing Ombudsman Scheme The Complaint Handling Code We work with our members to strengthen internal complaints procedures by complying with our statutory Complaint Handling Code. We are open, transparent, and publish our decisions to share learning from complaints and prevent service failures being repeated. The Complaint Handling Code Who we can help The Housing Ombudsman can consider a complaint from an individual that is, or has been, in a landlord and tenant relationship with a landlord that is a member of the Housing Ombudsman Scheme. We investigate complaints about landlords where the issues raised have affected a resident in their home.
